Published in the Federal Register (Vol. 90, No. 122, June 27, 2025, page 27639), this FDA notice implements Executive Orders 14247 (Advancing Federal Digital Services) and 14249 (Modernizing Financial Transactions) by eliminating paper-based payment and collection methods. Effective October 1, 2025, FDA will only accept electronic payments — ACH (eCheck), credit card (Discover, VISA, MasterCard, American Express), or wire transfer — made through Pay.gov or the User Fees Payment Portal at userfees.fda.gov/pay. The change applies to all payments made by an agency or collections from a source outside the Federal Government to an agency or to a financial institution acting as an agent of the Government. Facilities that currently pay MQSA user fees by check or money order must update to an electronic payment method before October 1, 2025.

MQSA is explicitly listed among the FDA user fee programs affected by this notice. Mammography facilities that pay MQSA certification fees, accreditation fees, or any other FDA-related fees by check or money order must switch to an electronic payment method before October 1, 2025.
